FAQ-122:
If a CRES provider shuts down, how will that impact the CRES and SSO values in the file containing daily NSPL and PLC posted to the Data Room?
If a CRES provider shuts down (as opposed to a customer shuts down), then the customer will return to take SSO service from AEP Ohio unless the customer chooses to take service from another CRES provider. If the customer returns to SSO service, then this will be reflected as a decrease in CRES value and a corresponding increase in SSO value in the daily NSPL and PLC values. Please see FAQ-83 and FAQ-51 for information.

There is no re-classification of the type as you have suggested. It is the sole responsibility of the bidder to interpret possible reasons for changes in customer counts and hourly load from period to period.
