FAQ-158:
Suppliers are responsible for providing full requirements service to SSO customers of AEP Ohio, excluding PIPP customers, and to bear all costs that are associated with this responsibility. SSO Supply means unbundled Energy, Capacity and Ancillary Services, including, to the extent not expressly assumed by AEP Ohio pursuant to Section 3.2, all transmission and distribution losses and congestion and imbalance costs associated with the provision of such services, as measured and reported to PJM, and such other services or products that an SSO Supplier may be required to provide, by PJM or other Governmental Authority, in order to meet the requirements of SSO Service. Can AEP Ohio or the CBP Auction Manager provide additional details surrounding the actual product requirements of SSO, such as ancillary services, and the settlement of the product so that we can price the risk?
Suppliers, not AEP Ohio, are responsible for understanding the cost components of SSO Supply. How an SSO Supplier decides to review or assess the pricing of such service for purposes of submitting a bid in the auction is ultimately a responsibility of the SSO Supplier, not AEP Ohio. Each SSO Supplier should understand the terms of the Master SSO Supply Agreement and the obligations of the SSO Supplier thereunder. Each SSO Supplier, on its own account, should also understand and price the risk in fulfilling such SSO Supply obligations. This assessment is on each SSO Supplier as each SSO Suppler is responsible for supplying the SSO Supply product.Please note that the Master SSO Supply Agreement provides further and full details on the obligations of the SSO Supplier. While you are responsible for reviewing the entirety of the Master SSO Supply Agreement and agreeing to its terms, we note that the SSO Supplier’s obligations to provide SSO Supply, as well as other obligations, are referenced in section 3.1, and that additional obligations are discussed throughout Article 3 and the Agreement more generally. Attachment F provides a sample PJM invoice that identifies line items of the PJM billing statement, in terms of whether such item is the responsibility of the responsibility of the SSO Supplier. As the various PJM services are itemized, please note which services the SSO Supplier is or is not responsible for under the Master SSO Supply Agreement.
The CBP Auction Manager responds to questions on the Competitive Bidding Process itself and on the governing documents. The remainder of your question mainly concerns pricing risk. Pricing of any risk is an evaluation for which each bidder is entirely responsible, and not the CBP Auction Manager or AEP Ohio. PJM may be able to provide information regarding ancillary services; market data on ancillary services is available on PJM’s website: http://pjm.com/markets-and-operations/ancillary-services.aspx and PJM has other resources available to PJM members: http://www.pjm.com/en/about-pjm/who-we-are/contact-us. An SSO Supplier may choose to secure information about PJM’s markets from other sources.
To reiterate and notwithstanding the foregoing, each bidder is responsible for its own independent assessment of all sources of information that may be pertinent and is responsible for making all investigations it deems necessary or advisable in its sole discretion before deciding to participate in any auction under the CBP.

FAQ-156:
Can you provide a document that lays out the auction products that will be procured in future auctions under AEP Ohio’s Amended ESP III?
We have provided indicative information on slide 7 of the October 5th webcast presentation: click here. This information is subject to change. At this time, the AEP Ohio’s amended ESP III petition under Case No. 16-1852-EL-SSO is pending PUCO approval. Pursuant to the PUCO Order dated September 27, 2017 (click here), AEP Ohio is authorized to conduct an auction for a 12-month, 24-month and 36-month supply term in November 2017 only.

FAQ-154:
How do you determine the amount a bidder should provide as its pre-bid security? What is the amount required for a bidder or a bidder’s guarantor who does not qualify for unsecured credit?
All bidders will be provided with instructions for the pre-bid security and the results of its credit assessment in the Part 1 Notification. Based on the credit assessment, if you or your guarantor do not qualify for unsecured credit, then you are required to provide with your Part 2 Application:(1) pre-bid letter of credit or cash in an amount of $500,000 per tranche of the indicative offer at the maximum starting price; and either:
(2a) a letter of reference in an amount of at least $300,000 per tranche of the indicative offer; or:
(2b) add the $300,000 per tranche to the pre-bid letter of credit or cash. In this case you would provide a pre-bid letter of credit or cash for $800,000 per tranche (instead of $500,000 per tranche).

Could you please confirm if there will be an auction held in November 2017? If yes, please also confirm the date when the auction will take place?
The March 2017 auction was the final auction in a series of six auctions as approved by the Public Utilities Commission of Ohio (“PUCO”) in Case no. 13-2385-EL-SSO for ESP III. AEP Ohio filed a petition to amend its Electric Security Plan by extending its ESP III (the “ESP III extension”). The PUCO has not yet rendered a decision on AEP Ohio’s petition, which is Case No. 16-1852-EL-SSO. The docket can be accessed via the PUCO’s Docketing Information System at https://dis.puc.state.oh.us/.As such, the schedule for future auctions is not available at this time. Please confirm if the data room will continue to be updated during the off period in between auctions.
Data in the AEP Data Room is updated monthly on or before the 20th of each month. The Data Room contains the most up-to-date information available for the data series that are updated monthly.

Will additional ARR information for delivery year 2017/2018 be available prior to the March 2017 Auction?
At this time, AEP Ohio does not expect to provide data or information related to ARRs prior to the start of the auction on March 28, 2017.

FAQ-150:
The Hourly Load data posted to the Data Room for the February 2017 data update appears to contain some anomalous data starting in early November 2016. Please confirm the data is the most updated for use.
Thank you for bringing this to our attention. Updated data has been posted on March 17, 2017, which now corrects for an error in the historical load data due to day light savings adjustments. The updated data supersedes all previously posted data. Please download the latest data here.

FAQ-149:
Please confirm if the hourly load data on the CBP website reflect de-rated load and if AEP provides hourly distribution and transmission loss factors for the hourly load data posted to the CBP website.
The energy volumes used for settlement will be de-rated for marginal transmission losses by PJM. The historical hourly load data posted to the CBP website includes all transmission and distribution losses and has not been de-rated for marginal transmission losses. Historical de-ration factors are available on PJM’s website through PJM’s InSchedule tool. AEP Ohio does not post hourly distribution or transmission loss factors.
